According to the letter received from the General Directorate of the Turkish Employment Agency (İŞKUR),

It is stated that, since 2018, the Minimum Wage Support—financed by the Unemployment Insurance Fund and implemented by offsetting the support amounts of the relevant year against employers’ premium debts to the Social Security Institution, provided that they meet the conditions specified in the provisional Articles 75, 78, 80, 85, 88, 93, 96, 101, and 109 of Law No. 5510 on Social Insurance and General Health Insurance—should be transferred to the bank account numbers of the Provincial Directorates of the Turkish Employment Agency.

The letter further states that, in order to ensure that the refund processes of these amounts—deducted from the progress payments of tenders within the scope by public institutions
